AE Layer/ window property question

I have a large jpg that is 2500 x 1500. I created a new comp and had to rotate 90 degrees and scale down to about 30%. When I double clicked to open the layer window the original pic shows up. I need to paint on the layer but I want to do it on the pic that I scaled and rotated and not on the original pic. What am I doing wrong??? I have 7.0. Thanks in advance.

I believe that whatever you "paint" on the original layer window will translate onto the comp window picture that you rotated and scaled down.

Also I should add that the paint is an effect that is added to the layer in your comp and will not effect the original picture. You can always drag the picture form your project window and have a the original unaffected picture as a new layer. What I can't seen to figure out is if there's a way to rotate the layer window so you're not painting sideways.

the quick thing would be to precompose your transformed layer, then paint on the precomped layer
