Webcam look in AE

Hi I need to make some DV footage look like a Webcam!! I need the slow framerate and bad video look that the Webcam do!! Does somebody know any Tips, Workflows or Plugins to make this kind of look? Thanks!!

Off the top of my head:

For the slow framerate, use effect>time>posterize time and set to a slow framerate.
For the bad video, try rendering to a codec like Cinepak set to low quality, or drag the comp into a small comp, then drag the small comp into a new fullsize comp, and scale up the little comp inside there.
