Pulling values from RGB/Luminance channels

Does anybody know if there is an expression, or plug-in that allows one to pull a value from the RGB/Luminance value of a video source at a specific pixel location over time? (like a 0-100 or 0-255 to be used in expressions)
DESIRED RESULT:
Being able to say this video has a luminance value of

There is an effect called by Digital Anarchy called "Color Sampler"...I got to use it where I used to work and it was fun to mess around with using expressions. Check it out at the following link:
http://www.digitalanarchy.com/toolbox/toolbox_sampler.html The only downside is that you can't buy the plug individually to my knowledge...you have to buy the whole anarchy toolbox unfortunately.
As for the examples you provided, both are very doable. If you want some code to help you get started I can hep you with that. I was able to mess around with the DA Color Sampler at my previous employer and was able to come up with some very fun stuff using it...

Your "More complex example" does not require any expressions at all. Your thinking is just too much bent on using expressions for the sake of it. Use your image in a pre-comp, then either use Particle systems such as Particular or the good old Card Dance effect. When scaling the pre-comp, use the Mosaic effect to maintain proper "pixel" areas before applying the other effects mentioned. As for the rest - follow Colin's suggestions.
