Combining multiple videos

Is it possible on after effects to take a figure out of a video frame by frame and apply that person to another piece of footage?? if so whats this feature called?

If the person was shot on a greenscreen, then the "cutting out" is called "keying" and the "layering" is called "compositing". You end up with two layers in your timeline: the keyed talent and the background.
If the person was not shot on greenscreen, the "cutting out" is called "rotoscoping" (or "self-inflicted torture"), done by using the pen tool to draw masks around the talent, animating the mask shape using keyframes. Then the compositing is done as above.

If you intend to do this, you should also study the manual to get a good grasp of what AE can do.

I think you'd enjoy going to the After Effects Basics forum on the Creative Calf. If you do a detailed search there, you'd be surprised how much you'll find.
Chances are if that you're just getting started, the people who post there have the same questions you do. And if you have a new one, the chances are that they're also wondering about it. So you don't only help yourself, you help a lot of people.
