Whenever there's video of a city, they have the cars moving really fast and blured out. How do you select out the cars to get the blured fast paced effect?

Most of the time this is done in camera by using a very slow shutter speed.

The footage was probably shot with some combination of time-lapse and slow shutter or wide shutter angle.

To add blur to moving elements in shot footage in After Effects, consider the Reelsmart motion blur plugin.

To make the cars go faster, play the footage faster. But you knew that. :)

Also add a quick shake to the final image (I'm thinking wiggler), it will help sell the effect of speed.

BTW, you can do "cheap" timelapse now without renting a camera and intervelometer. If you have a digital SLR cam, Canon and Nikon both give you free software to control the camera. The frames it makes can be imported into AE as a movie. Obviously set the shutter very slow to get the blurring.
