Over under water effect (create in AE??)

I need to have this effect for a interactive dvd. Where the camera is half under the water and half above. But it needs to be in motion (looping). Is this something that can be created in AE or will it have to be created in like real flow or a 3d app? I dont have the facilities to shoot the footage myself so I have to create it. ANy advice is appreciated. It will be published in flash for the final use. see link for sample of effect.

I studied this lesson by Jim Tierney and found it very useful when I applied variations in an underwater sceen. I would think animating a mask for the water and working a stroke would create the water surface in front of the lens.
