I am slowing down a shot in after effect using time stretch. Why in my frame blending option not enabled in cs6?

You have to turn it on within the layer...and to be displayed in the composition. There are two switches you need to enable to preview it. More info here.

Keep in mind that there's also the option to enable/disable it for rendering (though it's on by default)
