Seems low actually - is this just for animating and all the other elements are already drawn and developed, and the story boards are set?
Are are there just rough story boards, and all the elements need creation?
Or is there only a script, and the entire concept needs developing?
Keep in mind that whatever work is done, will have to be redone and adjusted to client tastes. Revisions need to be calculated in costs too!
For that 2 minute video, I'd think that $8000 to $12000 would be about right, including creating the actual elements.
Think: $100 per second.
And that's on the lower end. I know animation companies that would charge over $100,000 for something like that. Or more.
It's not a matter of "how hard" is the animation, it is a matter of "Taste, Subjectivity and Creating the Concepts".
