After Effects feild dominance

My issue is that we have been receiving quicktime movies from graphics to build in quantel for a tv show. We have been getting them as apple animation which when exported from after effects comes out upper field dominant? ( I thought there were settings in render cue?) I need it in Lower field to work with quantel, They claim no matter what they do this is how it comes out? Anyone know how to fix this?

There is in fact an option in the render settings for an item in the render queue [image]:


I haven't delivered interlaced material recently, but I'm not aware of any issues.
