Best Image Broswer/Catalog app

I'm looking for input on the best image broswer / catalog application. We have thousands of images that we use internally (govt. organization) that we need to be able to:
1) add keywords for searching
2) share images across LAN
3) search/view using a browser-based or standalone app
4) view thumbnails and preview fullsize images
I'm sure there's more. Basically we need to be able to share and search images that are located on a network drive between multiple users that may or may not be in the same building (but are on the same network).
Any suggestions would be greatly appreciated. Thanks in advance for your input!

I'd say wait and watch Aperture (Apple) and Lightroom (Adobe). IF your on PC's watch Lightroom and see how it does in beta. We had tried Portfolio, but it was slower than hunting down the images the old fashioned way.

I have used ACDSee for years and have been very happy. I know they have a network version. The only think on your list they don't do is have a web based interface.
From your description of what you need I think Lightroom would be overkill. And if you will need a lot of copies, pretty pricey.
If you have a programmer on staff you could consider doing an inhouse program. MySQL and PHP have commands for image handling and would make a nice combination
