Hyperlink to area within a webpage

I currently have a library file, that consists of a vertical Spry menu that hyperlinks to other webpages.

I am also wanting to include hyperlinks that link to a specific point within a webpage, appose to the top.

How do I create this link?

you create a anchor point on the page where you want it to link to, then link to that anchor point in the same way you link to anything else in dreamweaver... using the target dragger or whatever.
