Changing Code Sequence/Fitting Content to Browser

Need to change the order in which my page elements load, but when I try the ole cut n paste, my
layout goes awry. Is there a way to grab the code and move it to a lower line or other solution?

Also, would like my page to conform to the most popular browser windows (ie. IE), but can't
figure out how other than scaling down each object.
