No longer have access when previewing

No longer have access when previewing

This is kicking my butt. I've got Apache running on my Mac OSX 10.5.2 w. Dreamweaver CS3. I can no longer preview anything in any browser. I get this:

FORBIDDEN
You don't have permission to access /~Biks/anypage.html on this server.

Obviously some permission is wrong...but where? I've got a laptop set up the same way with Dreamweaver and it works perfectly. This just started recently. Don't know what I messed with. Now..I can DRAG an .html file to a browser and preview it that way, but I need to do it within Dreamweaver if I want to preview .php files, etc.
