Download Flash, try to install - NOT THERE!!?

iMac G5/2.1Ghz/ OS 10.4.11
Hi All - weird issue:
Download latest FLASH; get the .dmg file; dble click to decompress; dble click installer:
-install window comes up (looking oddly like an old OS9/Classic window!) (I also have Classic loaded)
-install "bar" does not "fill"/move (so presumably not loading)
-tried several downloads
-tried uninstalling - nothing
-Finder search shows NO FLASH files in computer anywhere - just install icon and .dmg
-no error messages
-reboot doesn't help (FWIW Classic/Outlook Express auto starts on boot up - runs our mail)
-have tried all above AND shut off email/Classic - no go.
???
