Is this possible?

I need a person who can create script for a flash application to include FLV video that can have the video play at a specific timecode depending on the answers givin on a questionaire. ie...you answer wrong, that small portion with the correct answer plays over. Also with the actionScript talking to XML for the video list, we need actionScript to talk to php for administrative and database purposes.
Can this be done and can you do it??? :)
