Sunburst effect in C4D or Ae

Does anyone know how to create a sunburst effect as can be seen here?

I would like to be able to do this in both C4D, After Effects, or better yet both. I also want to animate it, so Photoshop is not an option for me.

Any suggestions would be appreciated.

Open the Light "SunGlow” and in the Lens-Tab adjust the settings to your liking.
