Go to effects under your render settings, click post effect (top right) and enable the cell render effect. Have a play with it's parameters to suit your taste!

but it still doesn't give me a wire frame look, just drawn outside edges.

To achieve this effect you need to increase the number of segments in your object and have "edges" checked in the cell render effect settings.
For example if you create a cube, increase the number of segments in the x,y and z axis under the cubes object settings then render.
This should give you the desired effect.
