Truncated Clips

I am having trouble with clips being "cut short". I did a test... an 8 second countdown from 10 to 2 with black starting at 2. Made clips with 1 second, 1.5 second, 2.0 seconds and 2.5 seconds of black after the 2. Clips are compressed in CCSP imported and transcoded. They preview fine on the computer screen, but on the DVD itself I never get to the "2". The end of the clip freezes 4-5 frames short of the black. Adding sound to the clip makes no difference.

This issue appears to be clip-length related. Just did a test with 3-4 minute clips with 1.5 sec of black on the end going and returning to menu items and going to the next clip. Perfect.
From here will try to discover "minimum clip length" and then test further by setting a chapter point and trimming shorter on the timeline to see if I can get shorter than the "minimum".
