I have found that motion's text features are somewhat limited (i.e. no underline function) and this program was not meant to be a text editor but I was wondering if it has the option to create bulleted lists? Or do you have to create the bullets with shape tool?

I use Mac's built in Character Palette to insert bullets and other miscellaneous symbols...

Go to System Preferences>International>Input Menu & select Character Palette (and Keyboard Viewer if you like)... It'll now appear as a little American Flag up in your Menu Bar that you can access with a mouse click.

I use this in conjunction with FCP and Motion all the time... lots of symbols to choose from.
