I'm getting hung up on what should be a very simple thing in Motion. I simply want to slow down a video clip. What am I missing?

Can't exactly be done- bit shocking but true. You can alter the frame rate of a clip in the Media tab of a clip but you cannot remap time the way you can in FCP.

Use Scrub filter for time stretching

You apply the Scrub filer to your clip and then you use key frames to adjust the playback. It's really easy and works well.
