You will need to purchase a a copy of a video editing software that supports HDV video. I am not a PC person I use macs but popular ones on the PC are Avid, Adobe Premiere & Sony Vegas.
There are no "technical solutions" to your "artistic problems".
Don't let technology get in the way of your creativity!

Zane is correct. Although you CAN use HDVSplit "Free"
http://strony.aster.pl/paviko/hdvsplit.htm to get your HDV footage on the computer but you'll still need an editing ware if you want to do anything with it. For windows I highly recommend Sony Vegas as it's way more flexable than others imo. It's a great video AND audio editor all in one low price, comparitivly speaking. Even just to watch HDV on your computer you'll need something else other than Windows media player. I recommend VLC also free here.
