HDV ntsc and DV pal

Here's a real puzzler. I am helping someone who shot an independent documentary using both DV pal and HDV ntsc. She is just starting to get ready to edit this but how do I best advise her to go about this? I would suggest getting the DV pal converted to NTSC at a dub house then downconverting the HDV to DV (in camera if possible) and then editing all in DV. Can this be done? And then could she then have it all converted back to HDV in the finishing stage? Her goal is to make a short that will be seen in theaters.
I'm confused. She shot DV or she shot HDV? You say "Back to HDV" in the third line...If it's HDV, it won't matter, because they're both the same resolution. If it's DV, then the question is abou delivery format, not much else. If it's 24pSD, then convert both to 24 SD
If the delivery is HD, then I personally wouldn't convert either to either format, I'd edit the 50i on a 60i timeline and forget about it.

Fortunately, the PAL DV will upconvert to 720HDV very nicely, and the 1080HDV will downconvert to 720HDV very nicely. Depending on your choice of NLE, that's the direction I'd take.
Not at all a smart move on the part of the director/producer, however.
