NTSC and PAL compatibility?

We have some NTSC DV and we originally captured this video (into an .avi file) using Adobe Premiere Pro and a PAL camera. Noticing after the fact that we had done so- we then started to capture the same video using a NTSC camera. The only differences are that the NTSC camera captures the video using the 29.97fps format of the tape and there is a second or two on the overall timecode. The .avi file created when captured from the PAL camera has the 25fps format and is overall a second or two shorter but it seems that it has a higher quality than the .avi captured from the NTSC camera. Is this possible? and if so, why? Is anything wrong with the 29.97fps being converted to the 25fps?
Secondly- we are having some issues with the NTSC DV- it looks like it is skipping from clip to clip (with areas lost in between). Process of elimination would lead me to believe that this would be some sort of problem with the original camera that was used to take this video? Could you possibly offer an explaination as to why?

PAL - 720x576 @25fps
NTSC - 720x480 @29.97fps

PAL has higher spatial quality
NTSC has higher temporal quality

29.97 to 25 results in dropped frames unless performed by a high end standards converter

25 to 29.97 results in duplicated frames unless performed by a high end standards converter.

NTSC captured through a PAL camera (and visa versa) is not going to look good as it's not performing correct standards conversion.
