PAL & NTSC on the same HVX200 or HD100

I am working mainly in Europe at the moment. I have some jobs in the USA too doing doc work. I currently rent cameras depending on the job. With recent HDV developments, I'm considering buying a Panasonic HVX200 or JVC HD100.
When comparing the HVX200 specs on the NTSC & PAL versions, it seems that the offered framerates in 720p mode are designed to inhibit the possibility of using the same camera for both NTSC & PAL work . If the HVX200 can offer 12, 18, 20, 22, 24, 26, 30, 32, 36, 48, and 60 in the NTSC version, why not 25 & 50?
Question: Can Panasonic or a third party modify a HVX200 so that it can shoot both PAL & NTSC frame rates in both DV & HDV? Is there a hardware limitation? How about the JVC HD100U (or HD101E)?
PS-The Sony HDV camera that shoots both PAL & NTSC is not for me- the deal breaker being the lack of pro style zoom & focus controls.

Panasonic claim it's a technical issue that prevents them offering this and strangely enough the European models are significantly more expensive than the US ones, those extra frames are clearly hard to do!
BTW The Canon H1 also offers 50/60i options. Also the new XDCam HD cameras offer this as well.

The Canon is in the same boat for me as the Sony- the zoom & focus controls don't feel right to me. XDCam is in another league for purchasing than I currently play in.
Panasonic says it's a technical issue yet Sony & Canon do it. Granted that's HDV but...
Anyone know if the Panasonic can be modded for a reasonable fee?

"The HVX200 also currently lacks a 50p capability that would facilitate downconversion of DVCPRO HD files to PAL. For European producers wishing to use a single camera for a wide range of productions around the world, this could be a major hassle. Perhaps this could be corrected in the first HVX200 revision."
