Beta archive footage in HDV

My company is producing a video for BBC and have archive footage shot years ago on Beta NTSC. Our current production is HDV PAL, I was wondering if you had any advice on the best way to transcode our old archive footage without losing too much quality.

some sort of conversion bureau with high end NTSC to PAL converter
and line doubling hardware. If you want truly good quality its going to cost.
