A lot of people just used the Inscriber software from an old version of Velocity. The only trick is you have to put a "dummy" file in your Velocity folder called vapront.exe. All you do is open notepad, then save an empty text file and give it that name. Then put that file in the same folder as the dpsnle.exe file.
After that, find the icg.exe file (the inscriber executable) and launch it once. It will open briefly then close since it's a plugin. It should then be associated with Velocity and should be available to you from the gallery.
If you don't have an old version of Velocity, you might be able to download an old 7.x copy of Velocity from the Harris site and it be included in there. There are detailed instructions in this forum as well as on the DPSedits forum on how to find, login and download from the Harris site.
Here's what I remember from memory...Google Harris Premiere to find the site. Once there... click on BCD support and that will take you to the login page. If you don't have an account, create one (it's free). Login, then on lower left click "download software." Next hit "editing and news"...then "legacy products" (or something like that), then "Velocity" and all the software ever offerred for download should be available to you.
We tried Cayman Graphics once briefly and just found it quirky, and the output wasn't as clean as inscriber.
