what is the minimum amount of frames I need to provide in my NLE (vegas pro) that will allow me to set chapter points that the user can jump to .

i need them as tight as possible because it is instructional video and has alot of short segments.

i ended determining about 40 would work for me using GOP 15 = 15X2 + 10 for fade in/out
