To distribute standard def dvd's to the general public for sale what display resolution is recommended to set my menus to in DVD Studio Pro and compress my video to in Apple Compressor? 4:3 or 16:9?

Either one is fine. They are both supported in DVD. Since more and more TVs are 16x9, Id keep this in consideration. Also is your footage 16x9? If so, I'd say use 16x9 menus as well.
