Black 16:9 bar and image Flickers on bright shots

Just made a DVD, and much of it is quite bright, with lots of sand and sky beach footage. I notice on these shots that the black bar at the top (it's 16:9) vibrates along with some flickering in the shot (only when viewed on a TV).

I thought this was an illegal white issue, so I put on a really conservative broadcast safe filter, making sure no whites reach 100, however, the problem persists. The problem doesn't exist on my computer using DVD player.

Thoughts?
