'error bitrate too high' even after ac3 concersion

If i had enough hair to pull, i'd pull it. going insane.
i get the 'error bitrate too high' message, even with bitrate as low as poss, and audio converted to ac3.
the project has 1 clip of 3 minutes. Video is m2v, audio is ac3.

i'm just trying to burn a disc in studio pro, as normal. But there's something about the audio file that is producing this error.
i've tried other audio conversions including ac3. I've tried another computer.
the original file was a quicktime. I compressed video to mpg2 as normal, and sound to aiff as normal.
the sound is definitely the problem, and everyone suggested converting to ac3. i did so, but the same error appears, even with bitrate at it's lowest?
