Problems with PS layered menus

I'm having a problem with DVDSP only showing all layers of a menu. I have rollover and selection layers, and it recognizes and shows those layers individually, but no matter which box I select for which state it always shows all layers. Anyone know any cures?

Make sure you have setup the background to display only one layer and not the entire PSD file- that happens sometimes.
