"Disk Is Dirty" error message on newly made dvd

Currently, I am working on a project which calls for a dvd as a final copy. I've finished everything but the final dvd because each time i try to burn it and test a copy, i get a really long read time off my dvd player and get a disk is dirty error. I tested the disk on my computer and it read fine. I tested it on another dvd player and it ready fine. I also burned at least half a dozen copies by now and tested each one and i get the same results. I've gotten two disks which would read on the player one time, but the second time, i get the error message again.
Here are the specs of my dvd:
• Single Layer
• 4.2gb
• video is at 2.2mbps (i know its low, so don't bother me about this, ill explain more on why below)
• audio is in ac3 format
• it has a logo sequence which has been used on many other dvds and work just fine (same compression file and everything)
• there is a main menu and 5 other submenus for chapter selection
I've ruled out the following:
• a faulty dvd player since i've done other tests on newly burned dvds and it plays back fine
• a faulty dvd burner since i've used two other computers
• faulty media since i've made a half a dozen batches for this project with the same results and have used the same media for previous projects
• a faulty build since i've rebult the dvd structure twice already with the same results
Lastly, i've checked my settings and burned at different speeds and got the same results. As for the video bitrate, i did a previous video at that bitrate and i got successful playback on the same dvd player. plus it played back on another player just fine. I popped in a lens cleaner but that didnt help. I also suspected a faulty compression, so i recompressed my video with the same results.
Anny suggestions will be greatly appreciated.
