I just finished an NTSC SD project and I need to make a PAL dvd that is playing in Poland. Is it possible to start DVDSP and then select PAL and then import the NTSC video file? Will that work since its encoding?

No,
DVDSP is not a standards converter, what you are suggesting is the preference settings before you author,
