What controls aspect ratio? Encoder settings or track settings?

When I encode a piece of video in DVDSP's encoder, it asks me to choose what aspect ratio -- 4x3 or 16x9 -- to encode it in.
Then, when I drop the encoded video onto a track, I have to tell the track what aspect ratio to display in -- either 4x3 or 16x9.
If I've already encoded the video as 16x9, why would it let me choose to display it in 4x3 (or vice versa)??
In practice, it doesn't seem to matter how I've told DVDSP to encode the video -- just as long as I've told the track how to properly display it.
Why do I have to tell DVDSP in two different places what the aspect ratio of my video is? Does it even matter what aspect ratio I encode it in if I just tell the track how to properly display it?

If your mpeg2 is flagged properly (during encoding) as 4:3 or 16:9, DVDSP should detect this and automagically set your track to the correct aspect ratio when you drag the asset into a track.
Of course, you can override this by manually choosing aspect in the inspector window.
Comes in handy if you get encodes that are not flagged correctly.
