What settings and where to set them? Video Bitrate Too High

I have a 40 minute video. In DVDSP preferences I set Mpeg-2 SD 4.3
field order auto, two pass VBR, Bit Rate 6.0Mbps, Max Bit Rate 7.0Mbps,
motion estimate Best. Background encoding

I got the message back "Video Bitrate Too High"

I thought this would be fine for a 40 minute video. Any advice would be appreciated! Where do you set it and at what numbers??

the pref is where you set them but they have to be set BEFORE the video is imported into the project, so it is not easy to change. But if you encode the audio into ac3 with compressor you should be okay.

So encode audio to ac3, delete audio track in DVDSP, replace with new audio, build and format
