Urgent! DVD Studio Pro 4 Build Error: Video Bit Rate Too High

Working on a project that is due today. We have a bit budget, and according to it, all of our bit rates should be okay. Here is what we're dealing with:
We've ditched 1 of the 5.1 streams which is all we can loose from this project. We've also re-encoded the video the video with a max of 7.0, but still no luck. Can anyone offer any help?

Your total audio/subitle bitrate is 3.09. Maximum total bitrate for all streams is 9.8 Mbps. Accordingly your maximum bitrate should be 6.71, and to keep it safe stay with 6.0.
Your video probably have spikes, that are probably caused by I-frames at chapter points (If you encoded you video from FCP->Compressor including DVD SP chapters). Spikes in video can throw DVD SP muxer out of balance, and stop muxing with error message.
