Bit rate settings ??

I save my show in uncompressed 8 bit QT and load that into DVD studio pro. I have tried all settings from 3.5/6.9 bit rate to 7/8 and i see no difference in the quality. When I play fast moving stuff in QT lookes fine, play the DVD on my computer looks fine, Play it on a JVC and Denon pro DVD player and the fast movement is artifacting (blotchie) the rest of the video (talking head) looks great. Shouldn't I see a difference from really low to really high quality settings. AND my videos are never over 5 min so I have pleanty of room on the DVD What should my settings be?

I take it you are using the built in encoder with DVDSP? In my opinion you'll get better results from using a different encoder altogether. DVDSP, QT and Compressor all use the same encoding 'engine' but COmpressor gives you access to other features which the other two don't. Even better is to use BitVice or MegaPEG.X as your encoder since they use an altogether different encoding algorithm and will give you better results.
As for settings, there is no single formula - each piece of footage you create will demand a different encding style and only by looking at it, testing sections and working through it will you know. From what you are saying I would start off with a VBR encode at 4MBPS to 7.4MBPS (if you are going to be distributing this on DVD-R) or slightly higher (if going to replication). But, remember also that the medium you are burning on is important too - some discs just play back better than others.
