Easy way to balance levels

I have a mono mix with two people talking but the diff in levels between the two people is on the order of 24dBs. It doesn't have to be perfect, I need their levels to be closer to each other. I realize I could go in and raise the level at each section of the low speaker, but I need a quick and dirty way to do it. Anyone have an idea?
I tried a PeakLimiter, followed by an Amplitude Gain, however, it didn't quite work because I can't figure out how to make the gain happen after the limiter. I hope I'm making sense. This is probably an instance of just not knowing exactly how to work well within Soundtrack.

If you have the latest version you might want to try the lift voice level option. Apple has a free tutorial on their whats new in Soundtrack Pro 3 section on their website. You lift the voicelevels from the track with the best voicelevel and stamp it onto the other It will then try to lift the levels on the other clip to the level on the good one. I works ok
Let the machine work for you. Not you for the machine
