Duplicating menus re-arranges buttons

When I duplicate a menu, in the new menu the buttons are re-arranged. This is in Encore CS3. Any idea why this is happening and how I can prevent it?

That is weird. If you uncheck "Automatically Route Buttons" on the original menu, and then duplicate it - does this still happen?
