The number of audio and video tracks opened in FCP is a function of User Preferences. Click on the Timeline Options under User Preferences and you'll see the Default Number of Video and Audio tracks. You can set them to whatever you like. I typically start with 4 Video and 8 Audio tracks for new projects or sequences.
