Shooting plasma monitor in 24p

Hi,
i've been shooting a project in 24p. my client/boss wants to fake uprez some sd video by playing it into an hdtv and then shooting the screen in 24p. But i keep getting scan lines. Is this a frame rate issue (screen fill video is 30 fps) or a shutter speed issue? anything else i'm missing?

can i shoot this part in 30 or 60 fps and then convert later? i see a lot of dire warning about that.

It's shutter speed. Look for ECS (Extended Clear Scan Mode) which allows you to set shutter speed by frequency.
