Currently combustion does not have a tool such as this but you can create similar effects and backgrounds using expressions, paint and particles. You have to create it manually not with a pre built filter.
Motion has some great features and if you are on a Mac it is a no brainier for $299.00 but when it comes to a professional compositing tool you'll need a lot more than what Motion offers. I believe Combustion, Motion, Final Cut Pro make for a very powerful tool set, especially with the addition of Automatic Duck

While I feel Combustion offers more out of the box than any other program (Motion, After Effects) I believe the more tools you have the more you have to offer.
