One is FIELDS per second and one is FRAMES per second. 29.97 frames for = 59.94 fields for interlaced material
One has to be careful with the frames vs fields issues. In the 1080 world all of the content plays back as interlace or as "progressive segmented frames" so the 29.97 vs 59.94 is carryover from the SD world. In HD we have a myriad of frame rates to deal with so most have adopted as standard the 59.94 timing for most HD Prosumer and consumer formats, but not for Sony's HD camera which still call 60i as 29.97
this was complicated ( simplified) by Panasonic and JVC's decision in supporting the 720 HD spec which are set at a 59.94 FRAMEs per second timebase instead of the 59.94 FIELDS of 1080 broadcast.

Correct - that would be the normal workflow for graphics and animation for video.
