Graphics resolution question?

Hi,
A feature I'm working on was shot Varicam 720p/23.98. We have been told our final deliverable needs to be 1080/24p HDCAM master. Our graphics were created at 1280x760 (Varicams final resolution). Two questions: Do we need to re-create our graphics in AE at 1920x1080 for our deliverable 1080/24p? Also, does our deliverable necessarily have to be HDCAM 1080/24p? I've heard distributors are taking Varicam 1280x720 masters?
