Dan,
The 1200A will downconvert as well as upconvert. The Kona 2 will also upconvert or downconvert.
The 1200a will output a downconverted or HD signal via the firewire. You need to have the 800 series menus set correctly in addition to your FCP capture settings.
You can work without a capture card by capturing 720P dvcproHD via firewire as the file sizes are small enough for firewire 800 drives. I highly recommend using a raid external or internal will be fine.
You don't need to downconvert the 720P material and then upconvert it later. Work in the native dvcpro HD codec all the way thru you edit.
One last item the Varicam does not record in 60i it is 60P as well as frame rates from 1-60.
