I have started capturing some old SVHS tapes (std resolution 4:3 NTSC) using Intensity Shuttle and Media Express. The files are much larger than I would expect - typically 6Gb for a five minute clip. I have hours of tapes to capture and will quickly run out of disk space at this rate.
Is there some setting that would make file sizes more in-line with a captured DV tape? (about 13Gb per hour)

You're probably capturing in uncompressed. Try MJPEG (motion jpeg), it gives nice results, and really cuts down on the file sizes.

Uncompressed HD is about 1 gig per minute

Uncompressed SD is about 1GB per minute, HD is about 7GB per minute. (Assuming 8-bit 4:2:2).
