Async Audio and Video tracks when MP4 Uploaded to Flash

Hello,
Thank you in advance for any guidance, regarding a troublesome video streaming problem off a Flash platform.
Basically, once a perfectly playable video clip, compressed as a MP4 H264 file is uploaded to play off our site, the following occurs.
First: a blur effect on the title sequence stalls, and then bumps the audio into an asynchronous relationship with the ensuing video documentary. The title sequence is a 3 second title using merely FCP blur and motion effects on text in a slug. The Flash player on the site is Flash 10.
I am wondering why the final mP4 file plays perfectly off quicktime but as soon as it is uploaded... there is this glitch and everything gets asynced.
WOULD IT HELP TO NEST the Audio and/video tracks prior to export for upload? Or is this a Flash site issue?

How are you serving the video? Via HTTP or via a Flash streaming server?
Who hosts your site? Are they a reputable video hosting provider?
Are you rescaling the video at the player/client end?
What was used to encode the video?
What settings were used to encode the video?
Please be as detailed as possible.

How are you serving the video? Via HTTP or via a Flash streaming server?

Who hosts your site? Are they a reputable video hosting provider?
- I believe so.
Are you rescaling the vid at the player/client end?
What was used to encode the video?
What settings were used to encode the video?
- I edit HD footage 920/720 23.98fps in Final Cut Pro, which I then export resized at 720 by 405 in MPeg4 at 15fps, multiple pass, 700 kbs per second.
Thanks for your consideration... what i've tried doing is nesting my sequence prior to export. Seems to work... but I wonder if NESTING the sequence is a half baked solution. More insight would appreciated. I also put in audio slugs where there are breaks in the track... prior to nesting sequence and exporting. I unfortunately do not have the time/budget/inclination to export at a higher resolution or frame rate for encoding with another program. Perhaps using compressor would be ideal? I am not sure...

A couple of observations:
You need to use a dedicated encoding package, like compressor, FCP alone is simply not up to the job
Alway stick to the source frame rate, there's no point in taking 23.98fps down to 15fps, it'll cause all sorts of problems, audio sync loss probably being one of them.

Nesting will make no difference to the encode whatsoever.

Using compressor, along with a frame rate of 24fps and a correct frame size will make the biggest difference to your encode, I'd be surprised if any problems persisted after that.
