Internet Radio Help - Half Bald Already

Hello everyone,
I apologize if this comes across as a stupid question, but I've spent the past 36 hours combing google for a decent tutorial and have hit nothing that I can relate to.
My objective is to open an internet radio station for local bands, and bands that are not local but play local venues. I have found a webhost that supports streaming audio/video for what I believe is a very reasonable rate ($4.95/month unlimited storage space and bandwidth).
My questions are:
1. With the webhost provisions - do I ALSO need to subscribe to a multimedia streaming server?
2. I'm wanting to have a solid rotation of mp3s that the radio will play a rotation of (randomly), as well as having a setup for online DJs that can kick the auto DJ off while they do their show. When they are doing a show, a small "On Air Live!" icon will pop up.
Due to my internet connection being satellite, there is no way I can possibly use my own computer as a server, as (A) My IP changes and (B) if a fluffy cloud floats within 20 miles of the house, the internet connection becomes sketchy at best.
3. I have experience at HTML coding, but no experience with php, cgi, etc. and a sliver of experience with css. Am I overstepping my bounds a little too far?
