I have a client who would like to start offering How-to video clips on their corporate site. The videos would be less then 5 minutes and be available for download but would also be played from their website.
I was going to suggest we encode for WMV9 and H264(podcast) for download and Flash for streaming. What kind of server would they need and is it better to outsource it? They wouldn't be getting many hits.
Also does Flash allow for you to advance through a clip after a certain amount of time and can you add chapters like QT?

To get things rolling you can put your 5 minute vids on your HTTP server, just enable MIME settings for all 3 formats. Keep an eye on usage and be prepared to upgrade to a 3rd party server on a trunk line if demand overwhelms your server.
Flash video and Adobe Flash is the most versatile format for user interactivity but requires a learning curve. The interactivity like chapters is authored in Adobe Flash CS3.
