Streaming FLV's Need help. "File size and video quality problems!"

I was hopeing someone could help me out.

I am trying to make some rich media ads in after effects that I will then save to FLV format. I am new to AE so I am having a hard time keeping my file size down and getting good quality video. Can someone give me some pointers please?

The "Flash 8" presets in AE are way too low (bitrate) for most streaming videos at full resolution (720 x 480).
Either increase the bitrate to about 1 mbps or resize the video to 480 x 360 at the high quality bitrate of 700 kbps.
These settings are available in the Advanced settings of the Flash Video Encoder.
The above is very generalized...experiment with bitrate and resolution.

Further, AE lacks 2 pass VBR options available in compression apps like Squeeze and Procoder.
